A spokesperson for the Judicial Conduct Investigations Office Said:
The Senior President of Tribunals, on behalf of the Lady Chief Justice and with the Lord Chancellor’s agreement, has issued Tribunal Judge Jonathan Perkins with formal advice for misconduct.
Facts
The Guide to Judicial Conduct states that judicial office-holders are expected to display diligence and care in the discharge of judicial duties.
The JCIO received a complaint from a solicitor on behalf of his client regarding a substantial delay by Judge Perkins in delivering a judgment.
Tribunal Judge Perkins’ representations
Judge Perkins accepted responsibility for the delay, apologised and indicated that he found it unacceptable and far removed from the standard that he sets himself. He also highlighted personal issues that impacted upon his ability to complete the task within the designated timeframe.
Decision
The Senior President of Tribunals and Lord Chancellor agreed with the advice of the Judicial Conduct Investigations Office and issued Judge Perkins with formal advice for the 11 month delay. In reaching this decision, they took into consideration Judge Perkins’ acceptance and apology for the delay and his assurance that he would catch up and deliver a better service in future.

Sanctions for misconduct by judicial office-holders are set out in the Constitutional Reform Act 2005. They are, in order of severity: formal advice, formal warning, reprimand and removal from office.
