A spokesperson for the Judicial Conduct Investigations Office said:
Mr Justice Keehan, on behalf of the Lady Chief Justice and with the agreement of the Lord Chancellor, has issued Mrs Christine Parry JP of the Merseyside Bench with a formal warning for misconduct.
Facts
Upon appointment, all magistrates sign a declaration and undertaking to maintain the dignity, reputation, and good standing of the magistracy. Judicial office holders are required to treat others fairly and respectfully, remain patient and tolerant, and act professionally and courteously.
Mrs Parry was subject to a complaint concerning allegations that she spoke in a dismissive and demeaning manner to a legal adviser in the retiring room.
Mrs Parry’s representations
Mrs Parry accepted that she asked the adviser to stop talking but stated it was necessary so she could complete a sentencing form. She denied intending to be rude and expressed regret that the adviser felt demeaned.
Nominated committee member’s findings and recommendation
Following an investigation under the Judicial Conduct (Magistrates) Rules 2023, a nominated committee member of the North-West Region Conduct Advisory Committee concluded that Mrs Parry’s actions amounted to misconduct and recommended a formal warning. In reaching this recommendation, the nominated committee member noted that Mrs Parry’s received a previous disciplinary sanction for similar behaviour in 2025.
Decision
After careful consideration, Mr Justice Keehan and the Lord Chancellor agreed to issue with Mrs Parry with a formal warning.
Sanctions for misconduct by judicial office-holders are set out in the Constitutional Reform Act 2005. They are, in order of severity: formal advice, formal warning, reprimand and removal from office.
