STATEMENT FROM THE JUDICIAL CONDUCT INVESTIGATIONS OFFICE

District Judge Colin Bosman (‘DJ Bosman’)

 

A spokesperson for the Judicial Conduct Investigations Office said:

The Lady Chief Justice, with the Lord Chancellor’s agreement, has issued District Judge Colin Bosman (‘DJ Bosman’) with a formal warning for misconduct.

Facts

The Guide to Judicial Conduct states that judicial office holders are expected to display diligence and care in the discharge of judicial duties.

In September 2025, a complaint was submitted to the JCIO by a representative of one of the parties to the proceedings, concerning DJ Bosman’s failure to issue a judgment and order following a civil hearing held on 14 January 2025. These were not provided until 9 October 2025.

Nominated Judge’s Findings and Recommendation

Following an investigation under the Judicial Conduct Rules 2023, a nominated judge found that DJ Bosman’s delay of 25 weeks (just under six months) in issuing the order and judgment amounted to misconduct. The nominated judge also noted that repeated requests for the order and judgment had gone unanswered, and that their eventual provision appeared to have been prompted by the complaint.

In recommending a formal warning, the nominated judge took into account DJ Bosman’s engagement with the complaints process, his workload and prioritisation of urgent matters, his acceptance of the delay and his public apology within the judgment. However, the nominated judge considered it an aggravating factor that the current complaint arose within one year of DJ Bosman receiving a sanction of formal advice for a similar delay.

Decision

The Lady Chief Justice and the Lord Chancellor agreed with the nominated judge’s recommendation.
